Current and New Process

Current

  • ARC
    • Campaign funds ARC.

    • Program funding for 1 year.

    • 5 different panels from Agency Resource Committee (ARC) make recommendations to fund requests from agencies to support programs. These funds are essential to the life of most of these programs. However, some of these programs appear to be duplications except for location.

    • ARC offers special allocations to agencies for any justified emergency. These should be for program emergencies only.

  • Community Impact

    • Undesignated fund balance provides funding for Community Impact.

    • Pilot Project funding is for 15 months.

    • Solution Teams will make recommendations to fund requests for projects (initiatives) directed at the community’s targeted areas of concerns. These are projects to address a need in the community outside of our vital programs funded through our agencies.

Proposed New Process

  • The Agency Relations Committee process rolls into the Community Impact process. Most existing programs will fit into one of our Care Councils. Chairman Dave Hepner will draft a list after the budgets are submitted to indicate this.

  • The Executive Committee would need to set aside an amount of money available for Community Impact initiatives. Funding would be on a 2-3 year basis.

  • Outcome based Program funding Requests for Proposals (RFP’s) would go out to agencies.

  • RFP’s are made available for Community Impact initiatives—these are already outcome based.

  • A Community Impact Solution Team (all the same people) would review program requests and make recommendations for funding.

  • Community Impact Solution Teams would review initiative requests and make recommendations for funding.

  • Community Impact Leadership would review all recommendations and, upon approval, the Community Impact Chair would present the recommendations to the Executive Committee and Board of Directors.

  • Agencies and initiatives would be responsible for reporting progress every 6 months showing whatever outcomes possible.


Why combine the processes?

In combining the ARC and CI processes, it ensures the sustainability for agency programs that we know to be essential to the well-being of this community and provides funding to address current community issues (initiatives).

Having the same group review all agency requests should eliminate some of the duplicative funding and help the group to prioritize need. The chair of this group would meet with the CI Leadership after the CI Solution Teams have made recommendations for initiatives and before any final recommendations--another layer of assurance that we are being as efficient as possible with all funding.




Community Impact

United Way of Aiken County Seeks Impact Volunteers

The United Way of Aiken County is seeking community volunteers to help decide how a Community Impact funds are to be distributed.

Dave Hepner, volunteer Board member and Chair of United Way’s Community Impact process, said, “Every year at this time we seek volunteers to review funding requests we have received from member agencies and analyze the needs and how well they will be addressed. There will be opportunity to interview representatives from the agencies, too. Then we ask the volunteers to make funding recommendations to the United Way. The process is totally volunteer based. All funding recommendations are made by members of the community.”

Hepner added, “We spent over a year asking residents what they thought are the most pressing needs in Aiken County. In response to these needs, we are expanding the fund distribution process to include addressing current community issues. United Way will function as a facilitator, seeking solutions to issues that were identified and prioritized through questionnaires, surveys and focus groups in all parts of Aiken County. This year, the Board of the United Way of Aiken County has set aside special funding to address member agency requests that focus on encouraging healthy lifestyles and avoiding risky behaviors.”
